Discussing her call-attention notice in the house, she laid emphasis on Sindh government's much-needed role to stop kidnappings of Hindus. She said Hindus were not being kidnapped for a while because the kidnappers stopped abducting them and it was not due to Sindh government's efforts.
"Sindh government should answer, how many of the kidnappers had so far been punished," she asked. Mangla Sharma said that Hindu community is peaceful and does not take to the streets to protest against bad law and order state.
In reply to her speech, Sindh Parliamentary Affairs Minister, Mukesh Kumar Chawla, himself a Hindu said that the police are now close to (raid) the kidnappers but he refused to give further details in this connection.
"Disclosing details may cause problems to the kidnapped businessman," he said and assured the house that Ramesh Lal would be home in two days.
PTI's parliamentary group leader, Haleem Adil Shaikh and MPA Muhammad Riaz Haider raised civic issues such as shortage of water, damaged pipelines and sewerage crisis, in their respective constituencies and elsewhere in the city. They blamed the water tankers for the crisis. They urged the government to deal with the said issues without further delay. They said that people are forced to walk miles to bring water for their families on a daily basis while sewage flooded mosques in the area due to dilapidated sewerage system. Both lawmakers urged the government to step up efforts to rebuild the basic infrastructure, help improve water supplies with repairing pipelines and develop sewerage networks.
Sindh Local Government Minister Saeed Ghani assured the lawmakers of solving the civic issues at earliest, however, he argued water shortage in Karachi was due to less than required supply from Hub Dam. Syeda Marvi Faseeh of ruling PPP demanded the wifi-facility in all libraries in Sindh to help students and readers connect to the online material.
To her demand, Sindh Education Minister, Sardar Shah said there are about 11 computer libraries, which are provided with the wifi-facility. He asked the legislature to countenance the demand to expand the facility to all libraries. He also complained that people mostly found involved in watching songs misusing such wifi facility. "If the lawmakers approve the facility then we may expand it," he said.
GDA's Nusrat Sehar Abbasi was annoyed over the non-registration of Khairpur Medical College. She alerted that future of 500 students was at stake even after four years of academic sessions. She said that the college that still seeks registration also lacked facilities such as MRI and CT-Scan and other key testing equipments. "Teachers and students are on roads protesting for the college registration," she said.
In response, Sindh Health Minister Azra Pechuho said that the registration of the college is pending with the Pakistan Medical and Dental Council (PMDC) which falls under the federal government authority. However, she explained that the college is faced with shortage of teaching staff as she told the house: "There is no PhDs in basic sciences of the college. Many disciplines do not have PhDs." She said that the department is going to regularize some 84 faculty members. She said the walk-in interviews would be held for hiring of more faculty members. She said that purchase for medical testing equipments would be made. The Health Minister asked the Chief Minister to increase budgetary allocation for the college. "The proper premises will be acquired for the college as it is housed in a makeshift facility at present," Pechuho said, adding that the PMDC has to reply that why the associate professor should hold PhD. She hoped the issue would be solved.
Later, the assembly adopted "The Shaheed Mohtarma Benazir Bhutto Institute of Trauma at Karachi Bill, 2018," unanimously. Prior to making a move to table the bill for consideration, Pechuho presented a report of the select committee in the house.
A debate was also held on an adjournment motion against the federal government for not prioritising the NFC Award. The motion was tabled by PPP's female lawmaker, Nida Khuhro. She said NFC meant 'no funds-coming commission.'
MMA's sole lawmaker Syed Abdul Rasheed said that the NFC Award has never been a priority of any of the governments. He said the federal government should not have attached the NFC Award to its proposed Karachi package. He said the entire opposition would ask the federal government to pay financial share to the province if the Sindh government spends revenues to develop the areas generating taxes. He said that Karachi is facing with hard civic crisis.
